Web client: When editing an hourly due date the time is automatically changed to 12:00 am

Bug Description

Tested on v3.0

In the web client you can not change an hourly due time. When you have an hourly circulation and edit the due date the due date time is automatically being changed to 12:00 am regardless of the time you entered. the staff client honors the time entry but the web client does not.

You can test this with these steps.
1) Check out an hourly item to a patron.
2) Go to the patrons record and click on the item Out tab.
3) Right click on the circulation in question
4) Choose the Edit Due Date option.
5) change the time of the due date to two or three hours latter.
6) click on the OK button.

The due date will automatically be moved to 12:00 am of the date not the time you entered. The same process on the Staff client does change the time as entered in the screen.
