Eagle pcb import error: <package> name: "" duplicated in eagle <library>

Attached Eagle brd file fails to import in pcbnew with error message:
<package> name: "" duplicated in eagle <library> "TiLDA Mk3 Parts"

The file opens fine in Eagle 7.7 and imports without errors in Altium.
