Add workaround for missing etcd support in control

Add vncdbproxy service which will act as a cassandra and rabbit proxy.
It puts contrail resources in correct form in cassandra and rabbit.

Remove "omitempty" JSON tag from KeyValuePair's fields

Omitempty tag is removed from fields of KeyValuePair type, because it
caused issues in REST API clients which expected all fields to be
present. To achieve that "gogoproto.jsontag" extension is used.
