Bug Description
For some unexpected cause, a taskmanger exception may occur,
causing the restart command to fail. At the same time, instance
will remain in the reboot state and can not be restarted.
Operation steps：
1.create a mariadb instace
2.mount configuration policy for mariadb instace
3.reboot mariadb instace
result：
mariadb instane remain reboot state
