Can't install on ubuntu server 18.04.1 using apt because of outdated dependency

Bug Description

When attempting to install shutter using apt I get "The following packages have unmet dependencies:"

.

`sudo apt install shutter`
shutter : Depends: libimage-magick-perl but it is not going to be installed
           Recommends: libgoo-canvas-perl but it is not installable
           Recommends: libgtk2-appindicator-perl but it is not installable
E: Unable to correct problems, you have held broken packages.

`sudo apt install libimage-magick-perl`
libimage-magick-perl : Depends: imagemagick-6-common (= 8:6.9.7.4+dfsg-16ubuntu6) but 8:6.9.7.4+dfsg-16ubuntu6.3 is to be installed
