ubuntu-session should recommend gnome-initial-setup and ubuntu-report

Bug Description
Currently gnome-initial-setup and ubuntu-report are recommends of ubuntu-desktop.
However users may have uninstalled ubuntu-desktop but kept ubuntu-session or may have installed another flavour then installed ubuntu-session afterwards.
In both cases gnome-initial-setup and ubuntu-report are not installed during a release upgrade to bionic but gnome-initial-setup and ubuntu-report still need to run if they log into the ubuntu session.
Based on the upgrade crash reports from xenial to bionic collected by launchpad, over a total of 81 reports:
- 63.0% have ubuntu-desktop installed
- 81.5% have ubuntu-session installed
Which means 18.5% do not have g-i-s and ubuntu-report installed during upgrade.
