Bug Description

The banner at the top of the "latest" openstack docs theme is mildly annoying in that it's always present and blocks page titles. If I close it once because I'm aware I'm on the latest docs, I'd like that to persist (with a cookie?).

I consider this more than just mildly annoying. It may be slightly helpful for newcomers, but it just takes away valuable screen space for regular users.

The link to the latest release takes me back to the top level doc, I would at least expect it to take me to the same document I'm currently viewing.

And closing it doesn't work in all occasions for me, doing that also should persist at least for the current session.

The banner is actually harmful for projects that use cycle-with-intermediary releases. For example, today, right after the rocky release, the banner is mildly inconvenient. However, as soon as a new release it tagged, it becomes incorrect and refers people to older releases. I would like a way to disable the banner via a setting in conf.py so that I can control it on a per-project basis.

Not sure whether something has changed, but I cannot remove the banner by clicking on the top right "x" anymore now.

I also notice that the banner hides part of the header when I move to a section inside a page like https://docs.openstack.org/neutron/latest/admin/config-dns-int-ext-serv.html#use-case-2-floating-ips-are-published-in-the-external-dns-service . This does not happen when I open the link for the section directly, only if I start at the top and then click the link for that section in the menu.

This happens with Firefox 61.0 under Linux/Gentoo.

I'd also say it's worse then mildly annoying. If you give someone a link to a particular section (a more or less daily occurrence on IRC/ask.openstack) then the exact information you want them to look at will be hidden by the banner.

Also the close button does nothing for me.

Possible solution: https://css-tricks.com/hash-tag-links-padding/

Another option might be to put the banner at the bottom. Not sure if that's possible because CSS is terrible.
