Call number is not populated on Print Item Spine Label on Save & Exit when editing volumes only

Bug Description

EG 3.1.4

1. From Holdings View or Item Status, select Actions > Edit > Volumes.
1. In the Volume/Copy Editor, under the Defaults tab, ensure "Print Item Labels on Save & Exit" is checked.
2. Under the Edit tab, click Save & Exit. The label print popup appears but the call number is not populated correctly.

This is not an issue when editing both volume and copy, nor when doing Actions > Show > Print Labels from Item Status.

Still true form EG 3.4.6 and current master. (Actions > Edit > Call Numbers)
