Bug Description
There exists a 30 second delay timer in Nexus initialization. Find a solution to remove this long delay so Ironic CI tests will be successful since they don't replay port_create/update events.

Eliminate 30 sec delay for Nexus replay thread
This change set eliminates the 30 second delay timer for Nexus
replay thread. New changeset causes the replay class to
start checking Nexus switch after all worker threads are
spawned and to recheck every 30 seconds thereafter.
