Bug Description
There are two users in a project.
reproducing steps:
step1: create a project
step2: create two users (test1 and test2) in this project
step3: the user of test1 create a volume volume1, and the user of test2 create another volume volume2
step4: the user of test2 delete the above two volumes
step5: the operator user should just be the user of test2, but in fact, the operator user of volume1 is test1 and the operator user of volume2 is test2
