Wrong permission for /etc/apt-cacher-ng

Bug Description
The /etc/apt-cacher-ng should be under "apt-cacher-ng" user, but this is its default permission. This causes apt-cacher-ng failed to run.

It has all the permissions it needs to read the files. You might have something more fishy in the system.
