In Atom resource dependencies are not handled correctly in contrailutil 'convert' subcommand when inserting to rdbms

Fix loading cassandra data into rdbms issues

Temporary disable foreign key checking in transaction for convert.
Fix unique constraint in metadata table.

Add MultiError.Cause() so that the stack trace and error code
are taken from its first error.
