There should be a way to set the following per-user properties of the KDE Trash:
1. The maximum total size of the user's Trash (like Windows)
2. The maximum duration that a file will stay in the user's Trash (after which it will be silently deleted)

bug #228369 addresses only one of these two requests (the second one).
The first request is probably the more important (since it duplicates Windows' behaviour, which is what many people will expect).
