Request: Colour palette: Option to turn off or relocate the first »None« entry.

Bug Description

Note: This is a feature request, not a bug.

My problem:
When I open colour palette via [Shift]+[Strg]+[W], at the most colour palettes, the order of colours is unfortunalety shifted. It is caused by the first {none} entry.

An example to reproduce:
Open inkscape → Press [Shift]+[Strg]+[W] → (colour palette appears) → choose the palette »Tango icons« (it should be included with inkscape installation) → Now look at the order of the colours. It looks like that:

{none} {Yellow1} {Yellow2}
{Yellow3} {Green1} {Green2}
{Green3} {Orange1} {Orange2}
{Orange3} {Blue1} {Blue2} etc...

→ This is a very unfortunate order of colours, isn't it? It is caused by the first {none} entry. Without it, it could be like this:

{Yellow1} {Yellow2} {Yellow3}
{Green1} {Green2} {Green3}
{Orange1} {Orange2} {Orange3} etc...

My feature request:
Please make it possible to turn off the first {none} entry.
OR
Please make it possible to show the {none} entry at the end of the colour palette. (There it don't interfere with the previous colour entries.)

My system:
Inkscape 0.92, Windows 10, 64bit.

I agree this behavior could be optimized, although the best approach is not obvious as some palettes actually seem to account for the additional "none" color swatch (e.g. the default palette)

If this was to be changed I think we should do a full review of all palettes and optimize them to actually display nicely (this is something we could use some help with, especially from people making heavy use of palettes, so if you or anybody else is interested please let us know!)

Current ideas:
1. Add the "none" color at the top on a single line.
2. Add the "none" color as last swatch.

1. would be more consistent with the main window's UI, 2. would likely be easier to implement.
