pcbnew: design rule clearance change doesn't update on PCB

Bug Description
When changing the clearance in Setup - Design Rules... for the default net class (say lowering from 0.4mm to 0.3mm) then clicking OK, the thin outline around the pads doesn't update (it used to update with a zoom out - zoom in).
However, changing the display mode to Legacy (F9) then back to Modern (F11) fixes the issue.
This does not impact the DRC, just the clearance preview outline.

The new preferences dialog fixes this. Anyone think it's important enough for a separate fix for 5.0?
