Did this issue start happening after an update/upgrade? Was there a prior kernel version where you were not having this particular problem?

Would it be possible for you to test the latest upstream kernel? Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest v4.18 kernel[0].

If this bug is fixed in the mainline kernel, please add the following tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag: 'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as "Confirmed".

I don't think the duplicate status is correct as this device is 0930:0219 and the duplicate was device 0cf3:3004 and bug #1542743 should be fixed in 4.15.0-31 https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1764645

This user seems to have an issue with the USB bus as the bluetooth is disconnecting and reconnecting and doesn't appear to be the firmware issue that plagued the 2 different 0cf3:3004 Atheros Bluetooth devices
