[VXLAN routing] VxLAN routing doesn't work if assigning one floating IP to VM

Bug Description

testbed: redhat openstack 10 + contrail 5.0, 1 openstack node, 1 contrail node, 2 compute node

1. enable vxlan routing
2. create two virtual networks and create 2 VMs on each VN
3. VXLAN routing is work. I can ping each other btw 2 VMs from different VNs
4. create public network and VGW on one compute node. Assign one floating IP to one VM.
5. Floating Ip is working but VM with floating ip can not ping others in different virtunal network. VXLAN routing is broken.

The issue is gone on lastest 5.0.1 build
