Switchboard Display applet fails to align monitors easily

When configuring monitor layout with the Switchboard Display applet, on Ubuntu 18.04.1 with Pantheon desktop imported from the elementary-desktop meta package from ppa:elementary-os/stable, the monitors move around in a problematic fashion. Sometimes it's possible to accidentally drop one of them in such a way that it lands outside of the window area.

When attempting to line two monitors of equal resolution up, they do not snap to each other at the edges, so what ended up was that I had my secondary monitor at the offset of +1920+5 instead of +1920+0. I had to edit my monitors.xml to adjust the offset manually and log back in.

I also cannot figure out how to report a bug for anything but Pantheon Dock or Pantheon Notes, as those are the only two options in the bug creation page.
