Create/Delete/Edit Role button are not shown in Angular Role table when runserver is used

Bug Description
When I start horizon using django runserver (tox -e runserver), I cannot see all action buttons like Create Role/Edit Role/Delete Role in the AngularJS role table.
Note that it does not happen when I deploy horizon using apache.
It only happens in the angular implementation. The Angular implementation might have some problem.

It seems my development environment was broken. I created a fresh Ubuntu 16.04 machine and confirmed it works fine. Marking this bug as invalid.
