Bug Description

for single rule, agent introspect has 2 entry for same acl, causing many cases to fail in sanity.

For eg. http://nodem5:8085/Snh_AclReq?uuid=319bc50b-26f4-462b-8c19-e993a062dfdf

Fix duplicate ACL rule generation

When both source and destination addresses and ports
are same, don't create rule for other direction.
