Bug Description

Adding script for bgpaas-local-as

Should have these testcases:
1. Configure BGPaaS local-as on the BGPaaS object, check if bgp goes down. Confirm it comes up after configuring this local-as on VM.
2. Configure local-as on the BGP router created for BGPaaS object.
3. Negative cases of mismatch of AS on contrail and VM side.
4. Have route in 1 VN on contrail. Use local-as to send it to one VRF on VM. Readvertise it from VM's second vrf to contrail's second VN.
