Bug Description
In the web client, v 3.0.8, library setting "Show billing tab first when bills are present" is set to True at the consortia level. On retrieving a patron with fines below the circ block/alert threshold the account opens directly to Check Out, not Bills. This happens when account is retrieved by barcode and by search.
XUL client this setting works as expected.
