Symbol and footprint library table not saved when edited from KiCad main window

Bug Description
When either of the global library tables is edited from the kicad main window, it is not saved subsequently. Editing from eeschema and pcbnew works.

Correction: saving the symbol library list does not work at all. I was able to write a footprint list from pcbnew.
I started out with both of these as empty lists, and the files were both initially generated with an empty list element.
