Bug Description

When attempting to boot an Ironic node from a Cinder volume, Ironic fails to communicate with Cinder with the following error:

    Error: Failed to initialize cinder client for operations on node 9d1aa2c3-1a36-48ed-a35f-38967dbdf160: An auth plugin is required to determine endpoint URL

`ironic.conf` does not contain the necessary credentials to initialise a Cinder client, meaning it cannot perform volume management operations.

Kolla version: master
Install type: binary
Distro: CentOS 7.5
Kolla images pulled from Docker Hub.
