fresh install GRUB installation failure

Created a new 18.04 boot USB. Deleted my previous 16.04 partition and attempted to install a fresh 18.04 partition. The installation seems to go well until a window pops up:

GRUB installation failed

The 'grub-efi-amd64-signed' package failed to install into /target/. Without the GRUB boot loader, the installed system will not boot.
