Tooltips missing in the LPEs

When you hover over the "Original Path is Vertical" tick box in the Bend Path live path extension, you get a tooltip that has no text in it. This control needs a tool-tip!

In Gears:
There needs to be a tooltip on Phi - not "???"

In Stitch Subpaths:

Startpoint Variation and Endpoint Variation need tooltips - not just "..."
Also could those captions be "Start point variation" and "End point variation"? - startpoint is not a word
and "Number of paths" not "Nr of paths"

Also could all the LPEs names be in title case?
Bend Path (correct)
Pattern along path -> Pattern Along Path
Gears (correct)
Stitch subpaths -> Stitch Sub-Paths ?

Added the best tooltip text I could think of, don't hesitate to alter.

That seems good to me. A couple of other things for other LPEs.

I tested WinXP from 29th Dec and fedora from 28th Dec and still no tooltip on the "Pattern is vertical"
