undercloud role does not have timezone service

Bug Description

We're not defining the timezone service in the undercloud role like we do for all the other systems so you cannot configure the system timezone during the deployment.

    Expose timezone configuration

    This change adds an undercloud_timezone configuration that can be used
    to configure the timezone when we install the undercloud.
