Ubuntu 18.04.1 installation failure in Grub step

Bug Description

When I install Ubuntu 18.04.1 I get the following at Grub step:
Setting up grub-efi-amd64-signed ... ...
Installing for x86_64-efi platform.
grub-install: error: efibootmgr failed to register the boot entry: Unknown error -1.
dpkg: error processing package grub-efi-amd64-signed (--configure):
 installed grub-efi-amd64-signed package post-installation script subprocess returned error exit status 1
