Web Client: Serials - Manage Issues "Filter" Button Should Be Sticky

Bug Description

In the xul client, you can view issues that need to be received by going to Actions for this Record>Serial Control View>Items tab.

In the web client, this is done by going to Serials>Manage Subscriptions>Manage Issues.

In the xul client, there was an checkbox labeled "Show All" that when unchecked limited the issues on the screen to expected issues. When checked, all issues displayed. This checkbox was sticky so that you would get the same view every time you pulled up a record.

In the web client, there is no analogous feature to this checkbox; the closest being the "Filter Items..." drop-down menu. Here you can filter to a certain status, all held, not held, etc. By default, however, this is always set to "All". This selection is not sticky and therefore, all items received, expected, and otherwise appear. This can lead to extra steps when a lot of issues are on a subscription and you need to quickly receive the odd expected one.

To maintain parity with the xul client, either the Filter button should become sticky or another feature added so that there is a way to ensure only expected issues appear by default.
