Web Client - Check In Alert Appears When Marking Item Claimed Never Checked Out

If an item is in a shelving location with the Check In Alert set to Yes/True the check in alert pops up when the item is marked as Claims Never Checked Out.

To reproduce:

1. In a patron account mark an item (in a shelving location with check in alerts enabled) as Claims Never Checked Out.
2. A pop up appears "Mark Never Checked Out: CONC40000614". Click OK/Continue
3. The Check In Alert pops up "Alert Item CONC40000614 needs to be routed to Young Adult Fiction". Click OK.
4. The item is marked as Claims Never Checked Out and may be set to missing depending on how the library setting "Claim Never Checked Out: Mark copy as missing" is set.

This alert doesn't appear when items are marked Lost or Claims Returned. The alert also doesn't appear when items are marked as Claims Never Checked Out in the xul client in 2.12.

The alert appearing doesn't cause any problems with the actual marking of the item as Claims Never Checked Out; the check in alert is just misleading since the item cannot be routed since it is not physically present.
