I also had the bug on grub-efi-amd64-signed

Perhaps there is a link between both.

the grub bug certainly is a different bug.

Here from your log:

That means your system has a colliding user named "ntp" which blocks the packages installation.
The only solution I see is rename the current ntp user [1] then ntp installation would work.
