Can't it use the elementtree shipped in Python 2.5? Currently we only
build the external module for Python 2.4.

Maybe? Its currently listed as a depends in Ubuntu, and I've not much experience with python to mess with it.

It should (Build-)Depends: on python2.5 | python-elementtree, then it will do the right thing and we don't need the separate package in main. This should be fixed in Debian as well, so maybe you can file a bug there?
