From the ubuntu server guide:

The file named /etc/bind/db.root describes the root nameservers in the world. The servers change over time, so the /etc/bind/db.root file must be maintained now and then. This is usually done as updates to the bind9 package. The zone section defines a master server, and it is stored in a file mentioned in the file option.

From bind-users-forum:

You’re looking to an out-of-date source. The AAAA in the global root zone for b.root-servers.net was changed several weeks ago; the “missing” address is the old address, and the “extra record” is the new one.

If it is no longer policy to update the named package when root servers are updated, please let me know so that I can update the Ubuntu Server Guide.
