Systemd-initd doesn't recognize environnement variable with special char

Bug Description

Hello

I use Ubuntu bionic (18.04) in entreprise with an annoying proxy. I have install Docker and configure it to use proxy in service file (with Environment="HTTP_PROXY=http://user:password@proxy:8080"). But, my password containt an "@" char. On Ubuntu 16.04, I replace my "@" by "%40". But in Ubuntu 18.04, the "%" char is a problem, because systemd-initd ignores the Environment line where "%" is write.
