There is no option to set physical_network_mtus via heat template

Bug Description

In OSP there is an option to set different MTU value for each physnet.
We need to have an option to set it as a part of OSPD and add this parameter to heat template.

    Add 'neutron::plugins::ml2::physical_network_mtus' as a
    NeutronML2PhysicalNetworkMtus in heat template to allow
    set MTU in ml2 plugin
