Bug Description
In KDE 3, it doesn’t seem to matter whether I set my mouse left- or right-handed, it’ll remain right-handed. This is on Hardy, with the 7.3 X.org. The mouse is a normal optical mouse with a tail, USB-driven. Up until Gutsy, this worked perfectly.

Do you mean that the (radio) options "Right handed" and "Left handed" are grayed out in the Mouse settings (in System Settings / Keyboard & Mouse)? (That's the case for me on Hardy)
