postinstall made no visible progress for 30+ minutes, so I killed it.

Created symlink /etc/systemd/system/multi-user.target.wants/snapd.seeded.service → /lib/systemd/system/snapd.seeded.service.
Created symlink /etc/systemd/system/cloud-final.service.wants/snapd.seeded.service → /lib/systemd/system/snapd.seeded.service.
snapd.snap-repair.service is a disabled or a static unit, not starting it.

I suspect you've been able to resolve this, sorry we never got back to you about it.

I'm closing it as "Won't fix", because we didn't do anything about this, but if you're still stuck there's probably a cause for this that isn't necessarily snapd itself and we can probably figure it out.
