CVM doesn't remove unused vRouter ports

Bug Description
When CVM checks for unused VMIs in VNC and finds one, depending on whether it's managed by the vRouter on the host ESXi or not, it removes this VMI from VNC. It doesn't remove the corresponding port, however.
