Validations should ensure RTC is set to UTC

Bug Description

Dear Stackers,

The tripleo-validations lacks a check regarding the RTC configuration, potentially leading to issues with future-dated files (if hwclock syncs time before the timezone offset is applied), and possible wrong system time.

In order to do so, I propose to add a new capability to the hardware introspection, and add a new pre-deploy validation based on the fetched value.

The affected repositories will probably be:
- https://github.com/redhat-cip/hardware (add the RTC detection in hardware/detect.py)
- http://git.openstack.org/cgit/openstack/tripleo-validations/ (create the validation itself)

The list is not exhaustive, as we will need to push that validation in the tripleo deploy process itself once it's existing and working.
