Bug Description

We should have a DRC HID that outputs the DRC report to a pdf or some other document. Having DRC output files would allow us to write tests for the DRC using the current testing framework.

See branch home/cparker/drc_test for the DRCReport action. This action writes out the contents of the DRCViolation structure to a text file. It could be wrapped in a HID, but, there may not be a real reason to.
