Bug Description
When the magnetic pads are disabled, or enabled when creating tracks, it would be useful to enable them with a constraint key (Shift, Ctrl, Alt, whatever) for other tasks, like measuring distances with the caliper tool, without modifying the general settings.

This sounds useful to me too from my new-user perspective. But, I don't fully understand what magnetic tracks and pads means...
