Bug Description
Registering a new branch should be harder.
Now I'm nog against participation in a project, but for example someone (who I don't know) had created a branch to a project of mine (I had nearly myself written any code).
Since I don't know what the use of his branch was (he/she didn't set a summary) I can't judge if it will be a usefull branch.
Since I can't contact this person (he didn't set an email adress) I can't ask it to him.
My proposals:
The branch summary should not be optional.
When registering a branch it should be nescessary to contact the driver of the project

I think that's a feature, not a bug.
You should be able to look at the code, which is certainly one way to evaluate it.
We can't actually make the summary compulsory, because we want people to be able to just push branches to Launchpad without having to touch the web UI. I agree that it's a pain that you can't contact the author though.
