installing ubuntu 18 crashes

Bug Description

I had a dual boot installation. Ubuntu 16 alongside Windows 10.

Since a few months I wasn't able to install any new software or update already installed, in Ubuntu. Anytime I tried to do so, disk started to be 100% busy and system became unresponsive.

Now I tried to install Ubuntu 18 on top of Ubuntu 16, and got this error that GRUB sector cannot be edited/formatted/written.
