Unable to return list of all images (e.g. public + community) in a single request

I just came across a use-case where I needed to list all includes available to me, including community ones.

It would be useful to have a new value for the visibility filter which was 'all' to return all available images in a single request.

Reason: Everlasting API bugs souldn't be fixed in Glance stable branches, because they are features.

This issue was fixed in the openstack/glance 18.0.0.0rc1 release candidate.
