ODL healthchecks need to use new diagstatus URI

Bug Description

We currently use the following URL to check haproxy and docker health:
/controller/nb/v2/neutron
However that URL is removed in Fluorine and we need to use a more accurate URI '/diagstatus'. Since this URI is an improvement over the old URI we should backport it to queens as well.

Updates OpenDaylight healthcheck URI

The new URI is more accurate and only supported as of ODL version
Fluorine.
