HA deployment docs broken

I'm trying to do an ha deployment and the documented process is not working. Here's what I ran:

(undercloud) [centos@undercloud-test ~]$ openstack overcloud deploy --templates templates --libvirt-type qemu -e ~/docker_registry.yaml -e templates/environments/disable-telemetry.yaml -e templates/environments/enable-designate.yaml -e env.yaml -e templates/environments/puppet-pacemaker.yaml --ntp-server 11.1.1.2
Removing the current plan files
Uploading new plan files
Plan updated.
Processing templates in the directory /tmp/tripleoclient-yaTsAe/tripleo-heat-templates
Action tripleo.parameters.update execution failed: Error validating environment for plan overcloud: ERROR: The Resource Type (OS::TripleO::Services::Keepalived) could not be found.
(undercloud) [centos@undercloud-test ~]$ cat env.yaml
parameter_defaults:
  ControllerCount: 3
(undercloud) [centos@undercloud-test ~]$

It looks like it should now be docker-ha.yaml? I'm a little confused because that also references OS::TripleO::Services::Keepalived but it seems to be working anyway.

    Update ha docs

    It appears puppet-pacemaker.yaml is no longer the correct way to
    enable HA. docker-ha.yaml seems to be correct, so document that instead.
