error when using juju-reboot from hook

Bug Description

When the juju-reboot command gets called from a hook, I get the following error:

ERROR juju.worker.uniter.context updating agent status: cannot set invalid status "rebooting"

Other than this error, everything seems to be working correctly.

I am invoking juju-reboot from a charm.reactive function with no flags.
>>> subprocess.call('juju-reboot', shell=True)

Agent version: 2.3.8
Client version: 2.3.8 (highsiera)
