Description
===========
Right now, Heat Engine container doesn't support volume mounting or OptEnvVars, as heat api does.
In order to actually use 3rd party resources, we have to have this.
Steps to reproduce
==================
Set HeatEngineOptVolumes to mount some volume
Set HeatEngineOptEnvVars to something
run openstack overcloud deploy
Expected result
===============
Have volume mounted to heat_engine container
Have EnvVars set to something
Actual result
=============
Volume is not exposed to container.
EnvVars not set to something.
Environment
===========
lastest stable/queens branch of openstack/tripleo-heat-templates
