CI - Container Undercloud config overridden by static config in quickstart-extras

In CI/quickstart-extras we create an environment file with static contents:
http://logs.openstack.org/47/569547/18/check/tripleo-ci-centos-7-undercloud-containers/4797c82/logs/undercloud/home/zuul/tripleo-heat-installer-templates/undercloud-parameter-defaults.yaml.txt.gz

This content overrides the code in tripleoclient/config/undercloud.py that read undercloud.conf and generates the environment file for the undercloud heat stack.

Effectively we don't covert part of the tripleoclient/config/undercloud.py code.

    CI overrides the tripleoclient config code

    CI statically overrides a bunch of settings that it should
    read from undercloud.conf to test the code there that
    generated the environment for undercloud install.

    Remove these overrides.
