Web Client - Backdate Banner Not Distinctive Enough

Evergreen 3.1

In the XUL client the Check In Header changed to a vibrant red and it was very obvious that backdating was happening. In the web client the backdate banner across the top of the check in screen displays the same as all of the other check in modifiers and can easily get lost if there are multiple checkin modifiers selected.

We've had multiple libraries request that the backdate banner be styled in a way that distinguishes it from the other check in modifiers and makes it much more obvious at a glance that check in is being backdated.

If you select any of the checkin modifiers, the indication to the user that they are selected also appear in this same pinkish bar with red lettering. My first inclination is to make the red lettering bold and possibly larger, but what if we also change the color of the light blue "Checkin Items" title bar when one of these options is selected to indicate to the user that one of the non-standard options has been selected?

In the xul client, there were two options that had a display that was distinct from other checkin modifiers: backdating and amnesty mode. I like the idea of changing the color of the title bar for both of those to make it a little more alert worthy from the other checkin modifiers.

This was one of the first things staff noticed after trying out the web client. "Why isn't it as noticeable when backdating is enabled as the old client?"

Our staff do not notice changes to the circulation modifiers, since those are just always set to the same settings all the time. So an extra entry in that list doesn't register to anyone.

I changed the design from the previous screenshot to work with the available bootstrap options for styling.
